1. How to test/check electronic components?

With a digital multimeter

LED: Build a simple 5V circuit with a 330Ω resistor in series between the power source and the LED (to limit current). Connect ground to the LED’s negative lead. If it glows, the LED is working properly.

Resistance and capacitance can also be checked during device operation by measuring voltage across the leads with a multimeter.
