How to Place an Order with Robocraze on the GeM Portal?

Login and Set Up Users
Log in to the GeM portal as the Primary User (HoD) and create secondary users such as Buyer, Consignee, or DDO using the Manage Users tab in the dashboard.

Select and Place the Order
The Buyer logs in to the GeM portal and searches “Robocraze” for the required products using filters to match specific needs while ensuring fair competition. Add the selected products to the cart, select the appropriate buying method as per GFR-149, create a demand, generate a sanction order, and place the contract.

Delivery by Robocraze
Once the order is placed, Robocraze delivers the goods or services to the consignee within the stipulated delivery date. An online invoice is generated on the GeM portal after delivery.

Receipt and Acceptance by Consignee
The Consignee logs in to confirm receipt of the items. A Provisional Receipt Certificate (PRC) is generated within 48 hours of receiving the goods. A Consignee Receipt and Acceptance Certificate (CRAC) is then issued within 10 days.

Bill Processing and Payment
The Buyer processes the bill within 2 days of the CRAC generation.

For central government organizations
using PFMS: The DDO forwards the bill to PFMS within 1 day, and the PAO processes the payment within 2 days, ensuring a total payment time of 10 days from CRAC generation.

For other users: The Buyer forwards the payment documents to the Paying Authority, and the payment is released within 10 days of CRAC generation.

Who can make purchases on GeM?

All Central and State Government Ministries, Departments, autonomous bodies, Public Sector Undertakings (PSUs), and local bodies are authorized to make purchases through the GeM portal. This includes their attached and subordinate offices. GeM is designed to streamline procurement for these government entities, ensuring efficiency and transparency in the process.

Yes, all purchases made through GeM comply with Rule 149 of the General Financial Rules (GFR) 2017. This ensures that the procurement process is conducted transparently, with fairness in pricing and quality, while adhering to government regulations.

If deliveries are not made on time, the standard Late Delivery (LD) clause of GeM will apply. This clause specifies penalties or actions for delays, ensuring accountability and timely delivery by sellers.

Authorized officers of the rank of Deputy Secretary (or equivalent) or the Head of Office at a sub-center, unit, or branch of a government organization, PSU, autonomous body, local body, constitutional body, or statutory body can register as a Primary User on GeM. This ensures that the right level of authority is responsible for managing procurement activities on the platform.

No, personal email accounts such as Gmail, Yahoo, or Rediffmail cannot be used for GeM registration. Only official government-provided email IDs are accepted to ensure authenticity and accountability in the registration process.

Yes, an e-bid can be canceled at any time before it is finalized. This gives Buyers the flexibility to make changes or stop the bidding process if the situation or requirements change.

Yes, the GeM platform allows Buyers to select multiple consignee locations when creating an e-bid. This feature makes it easier to handle orders for different locations simultaneously, streamlining the procurement process.

For Central Government Ministries and Departments, it is mandatory to use the GeM portal for procuring goods and services listed on the platform. This rule ensures transparency, cost-effectiveness, and standardization in government procurement processes.

  • Up to ₹50,000: Direct purchase from any supplier meeting quality, specification, and delivery criteria.
  • ₹50,000 to ₹30,00,000: Purchase from the lowest-priced seller among at least three different manufacturers, with optional online bidding or reverse auction.
  • Above ₹30,00,000: Mandatory online bidding or reverse auction to select the supplier offering the lowest price meeting the required criteria.
