It is used to hold an Integrated Circuit (IC), which is a complex circuit etched onto tiny chips of semiconductor (silicon) that can be easily damaged by heat when soldering and whose short pins cannot be protected by a heat sink. Instead, an IC holder can be soldered safely to the circuit board, and the IC can be inserted into the holder as needed.
